Owning a permanent home in Morocco has become more attainable through the government’s direct housing aid program, launched in January 2024 with subsidies ranging from MAD 70,000 to MAD 100,000. The scheme has opened the door for thousands of families to buy their own homes.

But, as the saying goes, “the devil is in the details.” Many applications may be rejected, while some beneficiaries may later be required to repay the aid due to simple legal, administrative, or technical errors.

For anyone planning to apply, these are the main errors to avoid to secure the subsidy without complications.

1. Overlooking the occupancy permit date

This is one of the most common pitfalls for applicants.

The law requires that the property being purchased must have obtained its occupancy permit (Permis d’Habiter) on or after January 1, 2023.

Buying an apartment in an older building, or even in a new building whose housing permit was issued before that date, can make the purchase ineligible for the subsidy.

Before signing any commitment or paying a deposit, buyers should ask the developer for a copy of the housing permit and check the date themselves.

2. Owning another property, even through inheritance

The program is strictly reserved for individuals who do not own a residential property in Morocco.

A common mistake is assuming that a small inherited share in a family property, or ownership of land that is not immediately habitable, will not affect the application. In practice, the digital system linked to land registry and tax records can detect property registered under the applicant’s name.

Applicants should therefore check their legal and tax status before applying and make sure they do not own any residential property in Morocco.

3. Using under-the-table payments

Making undeclared payments, commonly known as “noir” transactions, can result in the complete loss of your housing subsidy.

Some buyers agree with developers to declare a lower purchase price in the sales contract to reduce taxes, while others attempt to manipulate the declared price to meet eligibility thresholds.

To qualify for the MAD 100,000 subsidy, the property’s purchase price must not exceed MAD 300,000. To qualify for the MAD 70,000 subsidy, the price must be between MAD 300,000 and MAD 700,000. Any manipulation of these figures may lead to immediate disqualification.

4. Missing legal deadlines after initial approval

The Daam Sakane digital platform operates under strict deadlines, and applicants can lose their file if the next steps are not completed on time.

Once preliminary approval is granted, the notary has 30 days to submit a copy of the preliminary sales agreement and validate the transaction. Any delay or failure to provide the required documentation within the prescribed timeframe may result in automatic cancellation of the application, forcing the applicant to restart the process from the beginning.

5. Renting out or selling the property within five years

The housing subsidy is not an unrestricted financial grant. It serves a clear social purpose: promoting homeownership and residential stability.

Some beneficiaries assume they can rent out or sell the property immediately after receiving the keys. However, the law requires the property to be used as the beneficiary’s primary residence for a minimum period of five years.

If this condition is breached, the beneficiary must repay the full subsidy to the state. Legal guarantees may also be registered against the property to ensure compliance.

A quick checklist to improve your chances of approval

• Make sure neither you nor your spouse owns a primary residence.

• Choose an experienced notary who can closely monitor your application through the digital platform.

• Carefully review all documents and ensure that the information on your national ID card, sales agreement, and occupancy permit is fully consistent.

• Ensure that all financial transactions are properly documented and processed through the notary’s bank account.

Morocco’s direct housing aid program can be a valuable opportunity for homebuyers. Avoiding these mistakes can help applicants move through the process smoothly and reduce the risk of rejection, cancellation or repayment.
