Direct Housing Aid and Moroccans Abroad… An Investment Opportunity or a Path to a Main Residence?

The direct housing aid program has emerged as one of the state schemes most sought after by Moroccans living abroad, who see in it an opportunity to acquire property in Morocco on more favorable financial terms. And as the diaspora's enthusiasm grows, one fundamental question keeps recurring: can the aid be used to buy an apartment for investment purposes, or has the legislator confined it to acquiring a main residence?

While the program opens its doors to Moroccans abroad on the same terms applied to residents within the Kingdom, the purpose for which it was created remains, first and foremost, social: to ease access to housing, not to encourage property investment. That is why understanding the legal obligations tied to the aid is an essential step before embarking on the purchase.

Moroccans Abroad… A Growing Presence Among Beneficiaries

The latest official figures reveal that Moroccans living abroad have become one of the main categories of beneficiaries of the direct housing aid program.

During the oral questions session in the House of Representatives on 27 October 2025, the former Minister of National Territory Planning, Urban Development, Housing and City Policy, Fatima Ezzahra El Mansouri, announced that the program had benefited 71,114 people, noting that 24% of beneficiaries are Moroccans living abroad, alongside 47% who are women and 54% who are under the age of 40.

These figures show that the program is no longer aimed solely at families residing in Morocco but is also attracting growing interest from the diaspora keen to acquire a home in the Kingdom.

Do Moroccans Abroad Benefit Under Different Conditions?

Legally speaking, the direct aid program draws no distinction between a Moroccan residing within the Kingdom and one established abroad.

Moroccan nationality remains the basis for eligibility, alongside the other conditions to be met chief among them not owning a residential dwelling in Morocco, acquiring a property that meets the program's criteria, and completing all procedures through the digital platform and the notary.

In other words, Moroccans abroad enjoy the same rights and are also subject to the same legal obligations.

Does the Program Allow Buying an Apartment for Investment?

While acquiring property may amount to a long-term investment, the program's philosophy differs from that of schemes designed to encourage property investment.

The aid of the state grants is meant to help families own a main residence, not to acquire apartments intended for renting or reselling for profit. This is reflected in the conditions attached to the aid, which continue to apply even after the purchase is completed.

Accordingly, anyone planning to acquire an apartment to earn an immediate rental yield or to resell it within a short period should bear in mind that this program was not designed for that purpose.

Property remains one of the most attractive sectors for Moroccans' investments, particularly for those living abroad, as it offers the potential for capital appreciation as well as rental income.

The Main-Residence Condition… The Deciding Factor

Dedicating the property to use as the beneficiary's main residence for a period of no less than five years is among the program's most defining conditions.

While presenting the Housing Ministry's draft sub-budget for 2026 before the House of Representatives' Interior Committee on 5 November 2025, Minister Fatima Ezzahra El Mansouri affirmed that the direct aid program had produced significant social and economic results, while continuing to ensure the aid is channeled to its rightful recipients, in line with the objectives for which it was established.

This stance reflects the authorities' concern that the aid remains a way of facilitating home ownership and housing, rather than a tool for fueling property speculation.

What About Renting Out or Selling the Apartment?

Some beneficiaries, especially within the diaspora, assume they can rent out the property immediately after acquiring it and draw an income from it while they reside abroad.

Yet the program's conditions stipulate that the dwelling be dedicated to use as a main residence throughout the commitment period; breaching these provisions may, in certain cases, carry legal consequences, including the possible recovery of the aid amount where provided for under the program's legal framework.

This obliges those wishing to acquire property for pure investment purposes, whether through renting or short-term resale, to draw a clear distinction between conventional property investment and benefiting from the direct aid program.

How Can Moroccans Abroad Benefit Without Falling into Error?

If the purchase aims to settle in Morocco in the future, or to make the property a main residence upon a definitive return, then the direct aid program represents a genuine opportunity to reduce the cost of ownership.

If, however, the aim is confined to growing a property investment and earning rental income, it is better to explore the options available outside the program's framework, so that the beneficiary does not find themselves bound by obligations ill-suited to their property project.

It is also advisable, before signing any contract, to consult the notary and carefully review all the legal conditions attached to the aid, to forestall any pitfalls that might surface once the purchase is concluded.

Between Investment and Housing… The Decision Begins with Understanding the Program's Terms

The official figures have established that Moroccans abroad now make up a sizeable share of the beneficiaries of direct housing aid, a reflection of the diaspora's growing interest in acquiring property in Morocco. This enthusiasm, however, changes nothing about the program's philosophy, which rests above all on supporting the acquisition of a main residence.

Consequently, the success of the operation is measured not only by securing the aid, but also by how well the acquisition project aligns with the objectives set by the legislator, so that the aid remains a means of facilitating home ownership, and not a gateway to unintended legal obligations.
